Why does ChatGPT sometimes stop halfway through a long piece of code?

It has an output limit per message. If it stops, just type 'continue' or 'keep going' and it will pick up exactly where it left off. You can also ask it to 'provide the code in smaller blocks' to avoid this happening entirely.
